Bitcoin ATM - Deposited $60 and received $45 mBTC

Hello, I am new to bitcoin. Today I made my first Bitcoin ATM transaction/purchase using a BitAccess ATM. I deposited $60 cash and received 3.595 mBTC (~$46) into my Electrum wallet. The transaction fee was 0.189 mBTC and the transaction fee rate read 100. sat/byte. I anticipated the ATM transaction fee to be between 7-15%, however, this was more like 25%. This seems off. Is there something that I'm not taking into account. ~25% is bonkers.

Bitcoin ATM Purchase Missing

I purchased some BTC from an ATM that I've used almost a dozen times yesterday and it has still not appeared in my Electrum wallet after over 30 hours. Normally I receive within a few minutes but definitely within an hour or so.
Could this be caused by the heavy traffic or is something else wrong?
Unfortunately the receipt did not print and I did not take a photo of the transaction details. I won't make that mistake again.
I emailed the ATM operator but not sure they will be able to help without the transaction details.
It is possible I used a QR code for an address I already used, but I don't think that was the case. Could that be an issue?
Thanks for any insight.
EDIT: The transaction in question is not appearing on any block explorer nor as unconfirmed in my Electrum wallet. Are there any known reasons why the transaction would have never been initiated by the ATM?

Jackpot Dining West End
After a few months of hard work, we've managed to get a Bitcoin ATM up and running in Brisbane, Queensland. It's currently the only one in the state! For those of you nearby, we think you'll find it's a super convenient way to buy crypto with cash! We're planning to add altcoins to the ATM soon, too!
We know as well as anyone the frustrations of using online exchanges (hidden fees, lengthy verifications, slow deposits, slow withdrawals, etc.). If time is of the essence, there's no beating a Bitcoin ATM. Your Bitcoin can be visible in your wallet within one minute of arriving at the ATM.

Location- It's located at Jackpot Dining West End, a trendy Chinese restaurant/takeaway place (the food is cheap and delicious btw!). The address is 100 Boundary Street, West End QLD 4101. There's plenty of on-street parking nearby. If you need to get cash out, there's a bunch of banks within a hundred meters (NAB, ANZ, Suncorp, BOQ, Bank Australia, Delphi).
Operating hours- Jackpot Dining West End is open every day, from 11:00 am to 9:00 pm.
Fees- The fees are currently 4% plus $5 (which contributes to the mining fee).
Minimum transaction size- $20
Maximum transaction size- $8000 if you've used the ATM before, $500 if it's your first time using the ATM
KYC- Like all exchanges and traders (including those on LocalBitcoins), the ATM complies with the Australian KYC laws introduced in 2018. You will need ID (driver's license or proof of age card) and a mobile phone (for SMS verification). Your privacy is taken very seriously. IDs may be verified with the document issuer, but customers' information is otherwise not routinely shared with anyone.

Are all Bitcoin ATMs overpriced?

Had a bad experience recently trying to use a CoinCloud ATM on a friends suggestion, was wondering if they're all that expensive? It was something like a 20% fee, like what is that even a charge for, and at that point why wouldn't I use an exchange or something?
Like I can understand if you were avoiding KYC regulations, but you're not even doing that because I guarantee you these ATM companies have to do it to stay in business. Anyone have input? Im at a loss, because I really dont want to use these exchanges and would rather not do p2p with another person. Are there any ATMs that have a low enough fee where its worth my while?

Do all Bitcoin ATM in UK require registration to buy BTC?

Used a few machines for the last few years and it’s always been scan QR, insert cash hey presto...
Now my local machine won’t allow You to proceed without registration of Telephone, email and photo ID scan. I checked a few on coinatmradar and a few vendors responded saying this now the law in the UK.
Can anyone confirm if this indeed the case?

The Coinatmradar site is useful for finding nearby ATMs (loads now in London) but information is sketchy about fees and restrictions. I dont want to register with the company.
